Listed below is some helpful information for complying with the new BRIM loss control initiative. You will also find forms for download that will assist in BRIM compliance. · The first step is to form a safety committee. This should consist of a member from the work force, someone from supervision and someone from management. Next, select a person to be the safety director or RSO (Responsible Safety Officer).
· To start developing your safety program, list all the areas that you want covered in the safety plan. Check the OSHA standards for working with or in these areas. OSHA sets the standards by which the courts will rule in the event of an accident or lawsuit. Following these standards will protect your safety program.
· Next, write the safety program. List the rules that the employees must follow in accordance with the standards. Every job that your employees are involved in should be listed. Examples: confined space; working in ditches; trimming trees; running equipment; backhoes; dump trucks; loaders; power tools; sewer cleaning equipment; etc.
· Once you have all your safety requirements or procedures listed, you need to list the disciplinary action that will be taken in employees fail to follow these safety rules. A disciplinary action must be in place for at-fault accidents involving system equipment.
· You MUST list in your safety program that mandatory training will be conducted and that everyone must participate. Drivers and equipment operators must be trained in the safe operation and handling of equipment that they are required to operate.
· Along with the safety plan, you need a personnel policy that states your hiring practices, your firing practices and a job description for every position in the system. This should include qualifications for these positions.
· A regular schedule of safety inspection must be done and recorded of all facilities of the system. A list of all deficiencies and their timely repair must be listed.
· If you have a sanitary system or a distribution system, a written maintenance program must be in place and records kept up-to-date.
· A security or emergency response plan should be in place.
· There must be records of all employees driving records, a copy of their driver’s license, a regular drug testing program and copies of all training that the employees have received.
